Validation and Verification
Validation and verification are confirmation of a claim, through the provision of objective evidence. There is a difference that validation verifies whether the requirements for a specific intended future use or application have been fulfilled through objective evidence, and verification verifies whether the requirements have been fulfilled through objective evidence including actual data from the past. Bodies performing these conformity assessment activities operate in accordance with ISO/IEC 17029, which sets out the general principles and requirements for competence, consistent operation and impartiality of bodies performing validation and verification.
ISO 14065
ISO 14065 is a standard that stipulates the general principles and requirements of bodies that perform Validation/Verification of environmental information. As it was newly revised in 2020, the scope was expanded to environmental information (statements and claims regarding greenhouse gas emissions, environmental footprints, or environmental reports) unlike those that included only bodies that performed Validation/Verification of greenhouse gases. ISO 14065 also includes principles and requirements for competence, consistent operation and impartiality of bodies performing Validation/Verification by partially applying ISO/IEC 17029.
Environmental information is being used not only for organizations and institutions, but also for individual decision-making, and users who use environmental information want to check whether the information is accurate and reliable. Accordingly, ISO 14065 is expected to increase in importance by identifying the principles and defining the requirements of validation and verification bodies that meet these needs.
Domestic news related to ISO 14065
The National Institute of Environmental Research (NIER) announced that it has been recognized for its international competency in the field of greenhouse gas emission verification by the international community by signing an MLA with IAF in January of this year. As the NIER has the status of an accreditation body in the field of emission verification according to international standards, it plans to prepare the domestic greenhouse gas verification system and domestic emission verification market for use in the international community. To respond to a new trade technical barrier called the Carbon Border Adjustment Mechanism (CBAM) between Korea and the European Union, from this year, it plans to accredit private greenhouse gas verification bodies that can accurately verify greenhouse gas emissions and reductions in line with ISO 14065.

A type of trade tariff that the EU intends to introduce to solve the problem of carbon leakage, in which carbon emissions are transferred from countries with strong regulations on reducing carbon emissions to countries with relatively low regulations.
